Title: Fix for DMS-X lines failed Test LPK in PED ovly.


Detailed Description of Increment:  
----------------------------------
This increment is to be applied to the HDT APU load. This is an increment into
Call Processing code.


System Configuration / Shelf Type Requirements:

This increment is applicable to Access Node HDT configurations
with VM shelf types.

ACCL16DI, ACCD16DI, ACCV16DI, ATBL16DI 

Installation Instructions:
--------------------------
Download increment from the Web.
Either a) download the increment directly to the /iswd directory on the OPC.
       b) download the increment to tape and insert into the OPC tape drive.
Start up Incremental SW Del. from the Software Admin toolset on the OPC.
Deliver the increment.
Apply the increment.


Test Instructions:
------------------
After the installation procedure mentioned above, go to PED overlay on DMS-10
and run TEST LPK on DMSX lines(with or without DN), line should pass the test 
and goto NE SYSMON CI and do LCSTATS on the lines, there should be no cross 
connections left on the lines.
