Title:S/W:Customer is not receiving LC state reporting on 2nd VLCM 


Detailed Description of Increment:  
----------------------------------
This increment is to be applied to the HDT APU load. This is an increment into
VLCM maintenence code.


System Configuration / Shelf Type Requirements:
-----------------------------------------------
This increment is applicable to Access Node VLCM configurations with any
shelf types.

Increments Needed:
------------------
ACN00N16 up to ACN10N16 patches required before applying this patch.

Loads Affected:
---------------
ACCL16DI, ACCD16DI, ACCV16DI, ATBL16DI 

Installation Instructions:
--------------------------
Download increment from the Web.
Either a) download the increment directly to the /iswd directory on the OPC.
       b) download the increment to tape and insert into the OPC tape drive.
Start up Incremental SW Del. from the Software Admin toolset on the OPC.
Deliver the increment.
Apply the increment.


Test Instructions:
------------------
After applying the patch, take a line off 2nd VLCM out of service from FWPUI 
eq lc or eq anxlc screen, see if on the DMS-10 screen there is PED737 msg, and 
the line should be busied when posted on the DMS-10, take the line back IS from
FWPUI screen, PED738 will be received on the DMS-10 and the line should be 
back IS when posted on the DMS-10.
