Title: OPC: Facility Assignment Manager and timeout value changes.

Following is a list of issues addressed in this Increment. See below
for more details.

1. Unable to assign facilities for STS1 card to TIC connections.
2. Timeout values changed for Connection and Provisioning Managers.

1. Unable to assign facilities for STS1 card to TIC connections.
* Description: For our customers using the STS1 card, the Connection
Manager would not allow TR08 or Tandem facility assignments for STS1
card to TIC connections.
* Impact: Unable to assign TR08 or Tandem facilities on STS1 card to
TIC connections. This condition exists for both TIC and ATIC cards.
* Pre-Increment work-around: None.

2. Timeout values changed for Connection and Provisioning Managers.
* Description: For AN17, any operation requiring a Facility
Assignment query could fail during periods of high Network Element
utilization. The common operations that generate Facility Assignment
queries are the opening of the Provisioning Manager and performing a
Facility Assignment query from the Connection Manager. The change
included in this increment changes the timeout value from 2 to 5
minutes, as well as providing a method to change the timeout value on
the OPC with Zhone GSS support.
* Impact: The Provisioning Manager would fail to open at times, as
well as a failure to perform Facility Assignment queries or to open
the Facility Assignment tool. The failure of the tools to open
depends on provisioning on the nodes in the OPC span of control, and
how busy the Network Elements are at the time of the action.
* Pre-Increment work-around: Retry the operation.


System Configuration / Shelf Type Requirements:

This increment is applicable to all AN17.30 AccessNode configurations
and shelf types. This increment affects OPC processor(s).

Increments I01A1730 through I351730 need to be successfully applied
prior to application of this increment.

After successful application of this increment, the OPC load will be:
