This increment addresses ANX remote testing issues, STS-1 ping audits,
Line Card diagnostics from the Network Element and the Switch, command
handler TRAPs, and UE9000 specific SWERRs.

Detailed Description of Increment:
---------------------------------
WARNING - After this increment is applied, a valid APU image
MUST be taken. Consult the Incremental Software Delivery Users
Guide (P0934362) for details on how to dump an APU image.

1. In AN18 an issue was discovered where testing for ANX 56 was not
possible. In addition, some ANXs could return misleading test results
if not examined closely by the Telco. This patch increment resolves
these occurrences by making some changes to the ANX Remote Test Unit
Command Interface(ANXRTUCI).

2. The STS-1 ping audit has been made more robust to address STS-1
failures caused by pipe interrupts being permanently disabled. The audit
has been improved to enable all STS-1 pipe interrupts when the system
does not receive a response from a ping.

3. An issue was discovered that prevented NE and switch line card diagnostics
from being run after two consecutive failures. The test session ids were not
being deallocated properly after a diag failure. This increment addresses the
issue.

4. The increment improves system stability as described below:

   o allows the Network Element (NE) command interface as well
     as association to the NE to recover without user intervention
     in the unlikely event of a TRAP in the command handler.

   o addresses a UE9000 specific SWERR that was being caused by
     a process trying to unsuccessfully retrieve information
     concerning a line card.

Test Instructions:
------------------
1. Using ANXRTUCI, provision test head equipment for ANX 56. Run some
line and loop tests and verify the results.

Note: For a complete description on how to provision an ANX system for
line and loop testing, see "Configuring the ANX system interfaces and
connections", in the AccessNode Express Commissioning and OAM&P NTP,
323-3051-220, in the AccessNode Express volume.

2. There is no test procedure for the STS-1 ping audit robustness.

3. Run several line card diagnostics from the NE as well as from
the switch and make sure they run to completion.
