Following is a list of changes included in this Increment. See below

1. Prevent spurious APC detection on simplex processor systems.
2. Upgrade enhancements.

1. Prevent spurious APC detection on simplex processor systems. 
* Description: An intermittent problem could cause the active APC to
create the instance of a false mate processor on a simplex system due
to a spurious APC detection.
* Impact: Raises loss of data synchronization and mate communication
alarms as well as processor unequipped alarm.  If the condition
exists, it could also cause problems during an Upgrade. 
* Pre-Increment work-around: The alarms can be turned off through the
Proc Equipment Alarm Provisioning menu AccessNode NE UI. 

2. Upgrade enhancements. 
* Description: Introduce feature enhancements to allow for AN18.00 to
AN19.05 upgrades. 
* Impact: Without this increment the overall time to complete an
AN18.00 to AN19.05 Upgrade will be increased by approximately
30 minutes. 
* Pre-Increment work-around: There is no work around available.

This increment is applicable to all AN18.00 AccessNode configurations
and shelf types. This increment affects APU processor(s).

Increments I01A1800 through I29A1800 must be successfully
applied prior to application of this increment

Special Instructions:
----------------------------------------
Note: if you are applying this patch to a TBM shelf you may need to 
do a restart warm on the TBM shelf after applying the patch, to fix 
an issue where you will be unable to take an image of the TBM shelf 
or do a database backup.
