Title: Daylight Savings Time and Solid State OPC CLEI fix.

This Increment addresses the following issues. See below for more
details.
1. Changes to Daylight Savings Time.
2. Solid State OPC Common Language Equipment Identification (CLEI).

1. Changes to Daylight Savings Time.
* Description: This increment updates the information used to track
the time of day changes in regards to Daylight Savings Time as directed
by congress with the passage of the Energy Policy Act of 2005. 
* Pre-Increment Impact and work-around: Failure to apply this increment
will cause the Network Elements to continue to alter Daylight Savings 
Time in accordance with the Uniform Time Act of 1966.

2. Solid State OPC Common Language Equipment Identification (CLEI)
* Description: The CLEI reported for the Solid State OPC NT7E24FB was 
SNPQCBV2AB, and should have been SNPQCEV2AB. Likewise, the CLEI code 
for the OPC NT7E24EB was SNPQCBT2AA, and should have been SNPQCET2AA. 
This increment reconciles these discrepancies.
* Pre-Increment Impact and work-around: Prior to the application of 
this increment, the NT7E24FB will report a CLEI of SNPQCBV2AB, and the
NT7E24EB will report itself as a SNPQCBT2AA.

A new APU image must be taken from the OPC Increment Software Delivery
(ISD) tool after the successful application of this Increment.
