Title: OPC: Provisioning Manager and CONN-TACC command

Following is a list of issues addressed in this Increment. See below
for more details.
1. Allow Provisioning Manager to open without NE responses.
2. Correct the interpretation of parenthesis in the CONN-TACC command.

1. Allow Provisioning Manager to open without NE responses.
* Description: In AN18, the Provisioning Manager moved to a TL1
interface to query existing Network Element provisioning. For reasons
yet to be determined, the Network Element would not always respond in a
timely manner to the query. As a result of the absence of a response,
the Provisioning Manager would not open. This increment enhances the
method of the tool opening and will now treat a non-responsive Network
Element the same as one without association. This increment also
enhances the "Update" button to re-issue the TL1 queries to all NE's,
so that the button can be used to retry a Network Element without
closing the tool.
* Impact: Prior to this increment, the Provisioning Manager may
fail to open.
* Pre-Increment work-around: Direct TL1 commands can be used to
provision facilities, DS0 services and manage cross-connects in AN1905.

2. Correct the interpretation of parenthesis in the CONN-TACC command.
* Description: This increment will correctly interpret and effect
change on the NE when using values for tlpe and tlpf values when
used with the CONN-TACC command.
* Impact: Customers utilizing automated TL1-based test units such as
the REACT test set could not change the dB levels contained in the
tlpe and tlpf values. Refer to document 323-3001-190 for further
information about the CONN-TACC command.
* Pre-Increment work-around: The CHG-PRTPAR command can be used to
change the port parameters.

Increments I01A1905 through I02A1905 need to be successfully applied
prior to application of this increment.
