This Increment addresses the following issue. See below for more

1. tl1shell nma ent-user-secu not working
* Description: Adding a user via TL1 using tl1shell nma ent-user-secu
command fails to properly add the password and keyboard idle timeout
period values to the newly created ID.  This results in the inability
to use the newly created ID.  
* Pre-Increment Impact and work-around:  OPC Central User Admin
tool is required to fix the password and keyboard idle timeout period
values.

Increments I01A1905 through I13A1905 need to be successfully applied
prior to application of this increment.
