1. UER Store Utilization Change.
* Description: Enhanced messaging to the UER in the AN19.60 release
caused inappropriate memory allocations to occur. This increment will
release memory after it has been used.
* Pre-Increment Impact and work-around: Before the application of this
increment, it would be possible for the UER to exhaust all available
memory. Should this occur, the active TDM would go into the UEQ 
(unequipped) status, even though it was plugged into the shelf and the
faceplate lights indicated normal, working status. The NE would raise 
a Critical Service-affecting alarm on the UER, and all traffic would
be lost. In order to fix a UER in this condition, the active TDM card
would need to be removed to force a switch of activity. The user could
execute regular warm restarts on a monthly basis on both the active 
and standby units in order to prevent this from occurring.
