Title: UE9K Introduce NTNP48BA and NTNP49BA, POTS24 failures.

This Increment addresses the following issues. See below for more
details.
1. Introduce the NTNP48BA and NTNP49BA circuit packs.
2. POTS24 (NTNP40AA) failures due to ringing an off-hook line.

1. Introduce the NTNP48BA and NTNP49BA circuit packs.
* Description: This increment allows for the NTNP48BA (G.SHDSL standards
compliant twenty-four port card) and NTNP49BA (ADSL2+ standards compliant
twenty-four data ports combined with twenty-four ports of POTS voice
capabilities) to the AccessNode portfolio. This increment is a
requirement to bring the new circuit packs into an in-service and
operational condition on the D-link UE9K platform. This increment allows
support for MVI POTS, CSC POTS and TR08 services.
* Pre-Increment Impact and work-around: None. This increment introduces
new capabilities to the AccessNode product line.

2. POTS24 (NTNP40AA) failures due to ringing an off-hook line.
* Description: When ringing is applied to an off-hook line for a
short period of time, the entire POTS24 may fail and reset.
This occurrence should be relatively rare, as the terminating line
must go off-hook in a window of a just few milliseconds.
* Pre-Increment Impact and work-around: Before the application of this
increment, the MLC would fail, reset and usually recover on its own.
Follow-up testing of the MLC would not indicate any problems.
No work-around is necessary, as the MLC would usually recover on
its own.
